Phillip Garrido (58), along with his wife Nancy, has been charged with the alleged kidnapping of Jaycee Lee Dugard and holding her captive for 18 years. Additional charges that Phillip faces are that of rape by force, lewd and lascivious acts with a minor and sexual penetration.
In 1991, the Garrido couple had kidnapped a then 11 year old Jaycee from in a bus stop in front of her South Lake Tahoe home in California. 18 years later, on August 26, 2009, Jaycee emerged at the office of Phillip's parole officer along with her two children, accompanying the Garridos. After the police were suspicious and investigated her separately, Dugard's true identity was revealed.
Phillip is a registered "sex offender" in California and had served up to 10 years in prison. This is why the lapse in the police investigation of the case has drawn a lot of flak. In 2006, a suspicious neighbor had made a 911 call after spotting children residing in the makeshift backyard of the Garrido home, but it hadn't been investigated properly. During the years he held her captivity, Phillip fathered two children with Jaycee, the first of who was born when Jaycee was 14.
